I can only say that the journal looks pretty shady.  They have minimal information about the journal (no subscription price given on the subscription price page:http://www.serialsjournals.com/subscription-and-price-information.php?journals_id=75
but they have an article processing fee for authors.http://www.serialsjournals.com/article-processing-charges.php?journals_id=75

The article processing charges page also says the journal is "print + open access", but the articles in the journal are not available without logging in.  I would dissuade the faculty member from publishing there-- this looks like either a predatory publisher or one that just doesn't know what it's doing.  There are better places to get her/his research published.

Does anyone know of a faculty member who has successfully published in International Journal of Economic Issues?   It is published by a company based in India called Serials Publications, but the professor who is trying to submit an article 
is apparently baffled by the fact that no one from Serials Publications is returning his call.   I told him there are also 4 different e-mail addresses on their website, but that did not seem to help.

I also searched the journal in UlrichsWeb, but neither the title nor the publisher appears to be listed.  

This query is a bit of a long-shot, but I told our professor that I would try a few more resources.
