We shelve everything by the latest title.
In the catalog, we use the current title in the Call Number field, since we shelve alphabetically. We also have signs on the shelf where the former title would have been, directing people to the new location.
Some of our periodicals have gone through 3 or 4 titles changes, but it is still essentially the same publication, so this works for us.
