As a state funded institution, we would not be able to pay that invoice until on or after the date reflected on the invoice itself. I suspect it works this way for many state funded libraries, if not for most payment operations.
If the publisher or vendor expects to be paid in advance of the subscription start date, they must issue the invoice with a more current date.
Otherwise, they will have to wait for payment.
Most of the publishers and vendors we do business with understand the subscription renewal process very well. And they do their best to make sure that billing and payments run smoothly both for their customers, and for themselves.

You have to be careful about holding, though, because some vendors might charge you a “carrying charge” or interest. Better read the fine print on the invoice.

Hello,
We have a recurring situation with a publisher that is problematic for us. After we confirm renewal, they send an invoice dated the day that the subscription starts. This is usually a month or two ahead of the date the invoice is received. Our accounting software does not allow us to pay post dated invoices. The publisher seems to think this is unusual and their other customers can pay invoices dated in the future. Is anyone allowed to pay post dated invoices? When I ask for a new invoice with a current date, I end up with a manually created one that inevitably leads to problems on our statements.
