Just heard back from Wiley also, they said “it
seems to be a problem with DOIs of some of the titles and special characters. So you will find that some articles you
will be able to access and some do not. “
And thank you to John and Alice for the info on the Open Access policy info for Cancer, which would allow access to ALL back issues after 12 months.
My confusion or conflict on this was regarding the new policy being enacted in 2011, which says archival access rights would only go back to 1997:

Note that we are changing the perpetual and archival access rights for institutional online subscriptions in 2011. Perpetual access rights granted
in the past will not change. Our Wiley Online Enhanced License customers will continue to get both perpetual and archival access rights back to 1997 for their existing and new subscriptions. See the
