Position Description
Electronic Resource Management Librarian
POSITION:
This position fills a key
leadership role in the Collections/Contracts Department at the CSU Libraries by
ensuring access to commercial and public information resources needed by the
CSU community for teaching and research.
The CSU Libraries is a
technologically sophisticated environment with a strong commitment to
electronic resources and services. The Libraries has recently reorganized
and aligned with campus Academic Computing. The Dean of Libraries
is also the Vice President for Information Systems. This position
presents significant opportunities for a librarian who is innovative,
technologically literate, and invested in the future.
RESPONSIBILITIES:
Incumbent is responsible for
procurement and licensing of primarily electronic information products
purchased directly by the Libraries and licensed collectively by the Colorado
Alliance, Greater Western Library Alliance, and other consortia. There is also
a small print serial component in the current workflow and the incumbent will
be responsible for ongoing activity focused on identifying and transitioning
print to electronic. The individual selected for this position will be
integral to the success of the strategic vision of a virtual library collection
at CSU.
Supervises staff in the unit
responsible for populating and maintaining the Innovative Electronic Resource
Management module (ERM) and traditional serials processes including hiring,
evaluating, training, reviewing and revising assignments, and workflow
procedures.
Assists in new and renewal
negotiations with vendors and content providers and administers new and
existing licenses for electronic products, interpreting data for maintaining a
license database, and consulting with University Legal Counsel to resolve
license and contract issues.
Applies knowledge of
copyright and intellectual properties principles to ensure that rights of
library users are protected.
Responsible for researching
license agreements in order to place new subscription orders, developing and
maintaining guidelines for standard licensing terms, monitoring subscriptions
in relationship to existing license expirations and renewals, registration and
activation of electronic subscriptions, and troubleshooting electronic
information resource access problems reported by patrons and other library
staff.
Plays a key role in the
process of identifying and managing the next generation of discovery tools.
Effectively identifies and
applies new technologies in support of efficient processing activities and
develops expertise with emerging technologies.
Maintains awareness and
engagement of trends and developments in e-resource acquisitions and management
and transfers knowledge to staff across the organization.
Identifies and negotiates
options for preservation/archiving of purchased electronic products (e.g.,
LOCKSS, CLOCKSS, PORTICO, local servers, etc.) and assures tracking through
ERM.
Works with Libraries
technology staff to test functionality of archiving systems.
Oversees the operation of the
citation linker (currently SFX) and knowledge base(s) which contribute to the
Libraries' discovery tools for users.
Oversees the linking of user
terms and conditions to records in the online catalog and ensures that
resources are properly managed through the proxy server for user
authentication.
Establishes and monitors
ongoing extraction of the citation linker knowledgebase to provide holdings
data (e.g., Google).
Monitors trends/changes in
library and publisher environments that affect citation linking performance and
options for services and enhancements.
Works closely with subject liaisons
and other staff to identify, select and acquire new information resources,
assess needs of CSU community stakeholders, and adjust resources to fit
programmatic and research needs in a patron-driven acquisitions environment.
Works closely with Metadata
staff and Systems staff to make sure electronic content and database resources
are properly added, and records created for access by users.
Works with other Collections
staff and accounting staff to monitor budgets, ordering and receivables, and
collaborates with staff at CSU Pueblo and CSU Global on acquisitions and
licensing.
Collaborates with others in
the implementation of best practices, ongoing pursuit of process, improvements,
and development/dissemination of policies, guidelines, and procedures.
Maintains successful
vendor/publisher relations and monitors and evaluates their services.
QUALIFICATIONS:
Required: Graduate degree in library science from an
ALA-accredited degree program. Minimum of two years professional
experience working with electronic resources. Evidence of flexibility,
innovative thinking, and a vision for the future of academic libraries.
Knowledge of the electronic product market, publishing issues, pricing models,
and other serials issues, including cataloging. Experience with an
integrated library system—preferably Innovative Interfaces,
Inc.—including, acquisitions, accounting, serials and ERM systems.
Knowledge of library technical services processes. Evidence of excellent
computer skills, including knowledge of general computer logic and database
structure, as well as electronic content delivery and delivery systems and
digital preservation frameworks for commercial collections. Demonstrated
ability to work collaboratively with internal and external parties and diverse
constituencies, including other staff, cross-department/division teams, and
patrons. Demonstrated ability to adapt to changing environments and
priorities. Effective oral and written communication skills, and ability
to communicate clearly with others. Evidence of leadership potential and
institution-wide perspective. Ability to meet tenure and promotion
criteria in an academic library.
Preferred: Successful supervisory and management
experience. Demonstrated ability to anticipate user needs and seek ways
of providing satisfactory solutions. Demonstrated ability to work with
detail to ensure accuracy. Ability to analyze data. Knowledge of
industry standards related to serials and e resources, e.g., ISSN, Open URL,
KBART, ERMI, SERU, COUNTER, SUSHI, MARC, etc. Experience working with
vendors and licensing issues.
RANK AND SALARY:
Faculty status and
responsibilities. Twelve-month tenure-track appointment with contract reviewed
annually until tenure is granted. Rank is dependent upon qualifications.
Insurance benefits are available. Faculty may select from several options
for medical, dental, life, and personal disability insurance, as well as
retirement plans. Full-time faculty earn 24 days of vacation and 15 days
of sick leave annually. Optional deferred compensation. Salary is
competitive and commensurate with experience and qualifications.
