Try looking at claiming in two ways: claiming the order vs claiming the issue.  I would argue that claiming the order (in other words, making sure your subscription is actually coming in) is far more important that claiming an individual issue that didn’t arrive.  This is particularly true if your subscription for print is bundled with your subscription for the online – if the print isn’t coming in, chances are you probably also have a problem with your online access.

Is it feasible to do check-in but eschew the claiming? This way you know what has/has not come in and you ensure the ‘junk’ mail doesn’t get shelved. Would that save at least half the time you are looking for?
