Absolute Backorder is very good for their customer service. Including shipping, I think I paid about $30.00 or so for a journal issue. That seems a little expensive, but I had exhausted all other options.
Another extremely low cost option is to use back issue listservs where other libraries give away journal issues they no longer need. Some libraries on the lists say they don't need any reimbursement. Some libraries ask for postage reimbursement in the form of stamps, but even if you reimburse full cost, it is a lot less than buying the issue. Altogether, these lists create a lot of traffic in an email account, so I set up a separate email account on gmail. Of course I can access it, but mostly I have a student go through and look for issues that we need.
