1 - There is a bill in committee in the NYS Assembly calling for the removal and detention of anyone in the state of New York accused of having a contagious disease, or even "suspected of having had contact with a person with a contagious disease" It is Assembly bill A416. sponsored by NYS Assemblyman Nick Perry. The language is broad, gray and open to abuse. This bill codifies quarantine camps, forced detention, testing, exams, vaccines, and treatments to any case, contact or carrier of communicable disease. This bill puts all actions at the discretion of the governor, who is neither a scientist nor a medical professional . There is no provision for any person who is "suspected of having been exposed to a virus" to appeal or contest an order to be arrested and incarcerated.
